What is e-mobility or micromobility?

Micromobility, also known as e-mobility, refers to transportation with personal devices like electric bikes (e-bikes), electric scooters (e-scooters), mopeds, and other motorized vehicles. These motorized vehicles have been growing in popularity on Long Island for quite some time, but inconsistent rules across counties and municipalities may confuse riders.

A law took effect in 2020 authorizing the use of bicycles with electric assist and electric scooters on some streets and highways. NOTE: An E-Scooter or E-Bike cannot be registered.

Electric scooter (E-Scooter): a type of device with handlebars, a floorboard or a seat, and an electric motor that can be powered by the electric motor and/or human power. E-Scooter riders are granted all of the rights and are subject to all of the duties/laws applicable to the rider of a bicycle.

Bicycle with electric assist (E-Bike): multiple classes of bicycle with an electric motor and operable pedals. A bicycle with electric assist doesn’t qualify for a registration as a motorcycle, limited use motorcycle, moped or ATV and doesn’t have the same equipment. E-Bike riders are granted all of the rights and are subject to all of the duties/laws applicable to the driver of a motor vehicle.

Other Devices: Devices such as mopeds, electric skateboards, segways, hoverboards, and electric unicycles are not considered E-Bikes or E-Scooters and are illegal to operate on the highways in New York State or subject to other laws or regulations.

Best E-Mobility Practices and Tips

  • Following the law is good, but understanding the law and taking other factors into consideration before you use a micromobility device on a roadway is better.
     

  • Plan your route and take factors like roadway infrastructure into account. If your route lacks a shoulder or you know it includes a particularly dangerous intersection, you may want to reconsider your plan.
     

  • Always wear a helmet to reduce the risk of injury and/or fatality.
